Gloria Zhao steps down from Bitcoin maintainer role.

In 2022, as the projects first known female maintainer, Zhao focused on mempool policy and transaction relay. She contributed to BIP 331 (package relay), BIP 431 (TRUC), replace-by-fee (RBF) improvements, and enhanced P2P behaviors. Her work was funded by Brink, Human Rights Foundation Bitcoin Development Fund, and Spiral. She mentored new contributors and managed the Bitcoin Core PR Review Club. Her resignation came more than a year after the OP_RETURN limits discussions.
