2023 Ethereum Devconnect Conference to Take Place in Istanbul from November 13th to 19th

  The Ethereum Foundation has announced that this year's Devconnect conference will take place in Istanbul, Turkey, from November 13th to 19th, spanning a week. Devconnect is distinct from Devcon, comprising several independent activities organized by the community, with each activity delving deeply into a specific theme.

  The Ethereum Foundation regards Istanbul as a fitting location due to its role as a crossroads between East and West, convenient transportation, and a rich local community that includes numerous blockchain student clubs. Additionally, Istanbul's unique blend of history, culture, and modernity is seen as providing an excellent environment for the global Ethereum developer community and driving innovation within the Ethereum ecosystem.

Compound Proposes Allocating 7770 COMP for Growth Plan, Proposal Ends Voting on November 13th

  Compound's official announcement on X platform states that the community has introduced two proposals. Proposal 191 involves launching a four-month growth plan and allocating 7770 COMP tokens. Among these, 2760 COMP will be allocated to the BD fund to support the operational development of the growth plan. Additionally, 5010 COMP will be designated for the Growth Fund. The voting for this proposal will conclude on November 13.

  Proposal 192 entails the Compound community's intention to add rETH as collateral for cWETH v3 on the Ethereum mainnet, and the voting is set to commence in two days.

Binance to Halt Russian Ruble Deposits on November 15, Withdrawals to Continue Until January 31 Next Year

  According to the official announcement, following the decision to exit the Russian market and sell its local business to CommEX, Binance will cease Russian Ruble (RUB) deposits on November 15, 2023, at 00:00 UTC (08:00 Beijing time). Withdrawals of Russian Rubles will continue until January 31, 2024, at 00:00 UTC (08:00 Beijing time).

  Users holding legal Russian Ruble balances can transfer their funds for free to the CommEX platform. To do so, they should register or log in to their CommEX account and link it to their corresponding Binance account. Once linked, users can transfer their Russian Rubles from Binance to CommEX. Additionally, users can extract Russian Rubles through Binance's fiat partners before the specified deadline, convert Russian Rubles to cryptocurrencies on Binance Convert, or exchange Russian Rubles for cryptocurrencies on the Binance spot market.

Gitcoin Grants 19 Set to Launch on November 15, Offering Approximately $1.24 Million in Matching Funds

  Gitcoin posted on X platform announcing the start of Gitcoin Grants 19 (GG 19) on November 15 at 20:00 Beijing time, with the end scheduled for November 30 at 7:59. Applications will remain open throughout the round. GG 19 will introduce three project rounds and over nine community rounds, offering approximately $1.24 million in accompanying funding support.

Arbitrum Set to Launch Three Grant Programs, with the First DAO Governance Grant Starting on November 15

  Arbitrum has announced three grant programs: Arbitrum Citizens Retrofunding Round #1, Arbitrum on Gitcoin Matching Fest, and Arbitrum on Allo Hackathon.

  •   Arbitrum Citizens Retrofunding Round #1: This targets influential community members contributing to Arbitrum DAO governance and processes, distributing a total of 100,000 ARB rewards, set to commence on November 15.

  •   Arbitrum on Gitcoin Matching Fest: Offering 300,000 ARB rewards, primarily focused on users supporting Arbitrum One through the Gitcoin protocol.

  •   Arbitrum on Allo Hackathon: A total of 100,000 ARB rewards for builders dedicated to creating future data structures and tools.

The SEC to Review Hashdex and Franklin's Bitcoin Spot ETFs for the First Time on November 17
